Sam Harper-Wallis
Cllr Sam Harper-Wallis was elected to Penkridge Parish Council in 2022. Sam subsequently won the district seat of Penkridge North & Acton Trussell in 2023.
Sam enjoys long country hikes with his Fiancé Hannah, and their rescue black Labrador, Charlie. Independent ales, good food and good company.

Paul Harrison MBE
Paul is a retired medical consultant having worked in the NHS since graduating from medical school in the late 1980s. He was awarded an MBE in the New Years Honours 2021. Having become frustrated by what he saw happening in local government he joined the Liberal Democrats at the beginning of 2023 and was elected as a District Councillor in May of that year. Paul sits on several council committees and is the leader of the Lib Dem Councillors within South Staffordshire Council. Paul is driven by a desire to promote fairness, equality of opportunity and ensure we help those in need.
Vice Chair
Greg Spruce
Greg Spruce became South Staffordshire Chair in May 2022 and is currently serving as Vice Chair. Stourton resident Greg is a seasoned campaigner with many successful campaigns under his belt - including winning an election by 1 vote! Greg was previously a councillor in Telford and grew up here in Codsall.
Greg plans to grow the local party substantially and is excited for the upcoming local elections. Greg lives with his partner Claire and enjoys taking his daughter dancing, attending St Peter's Church in Kinver and watching the Wolves.
Treasurer
David Taylor
David is a retired accountant, who still enjoys doing the numbers every month. He joined the Lib Dems in 2017, after the fiasco of the Brexit vote. He has been treasurer for a number of different charities over recent decades. Most of the organisations he is or has been involved in are focused on helping those in need in our society, or caring for our local environment. He is passionate about our environment and addressing the needs of those most vulnerable in our society.
Secretary
Mark Middleton
Mark is a retired chartered town planner whose 40-year career took him to senior management positions in the private and public sectors including as Director of Policy at the West Midlands Regional Assembly. He joined the Liberal Democrats in 2015 as the only party that was committed to community cohesion, freedom of the individual and international cooperation. To this day he remains a strong supporter of European unity. He is a church warden and a member of a number of local and national environmental groups. He lives in Kinver with his wife and has two adult children and three grandchildren.
Diversity Officer
Gully Bansal
Gully joined the Liberal Democrat party in 2022, in 2023 he joined the exec team and in 2024 was selected as the Prosepective Parlimentary Candidate for Kingswinford & South Staffordshire. Gully really cares about equal access to opportunity and representation. He is currently the diversity officer for the local party and with the support of other members is creating a plan to attract people from more diverse backgrounds into the local party as well as young people, women, people from the LGBTQ community, the disabled and other ethnic monorities.
